4-19 Glass-Steagall: British bankers’ greatest fear again before U.S. Congress

The City of London is in panic following last week’s bipartisan reintroduction into the U.S. Congress of the Glass-Steagall law to choke-chain speculative investment banks so they are completely separated from commercial banks which hold people’s deposits.

Representative Marcy Kaptur of Ohio, a Democrat, introduced H.R. 1489 last Tuesday, entitled: “To repeal certain provisions of the Gramm-Leach-Bliley Act and revive the separation between commercial banking and the securities business, in the manner provided in the Banking Act of 1933, the so-called ‘Glass-Steagall Act’, and for other purposes.” Her two cosponsors were Congressmen Walter Jones, a Republican from North Carolina and James Moran, a Democrat from Virginia.

Franklin Roosevelt’s 1933 Glass-Steagall Act separated the pirates of Wall Street from America’s savings banks. Its repeal in 1999 exposed America’s enormous deposit base to looting by Wall Street and City of London banks, to fuel their parasitical monster derivatives bubble.

The 2007 implosion of the derivatives bubble prompted the widespread recognition that American physical economist Lyndon LaRouche was right to call for the re-enactment of Glass-Steagall; however similar bills put to the Congress last year were blocked twice by Barack Obama, after the British government, on behalf of the City of London, warned him they would regard it as a declaration of war!

Greeting the reintroduction of the Glass-Steagall bill, Citizens Electoral Council leader Craig Isherwood declared it would protect the welfare of the people from the brutal austerity being demanded by the banks:

“There is absolutely no reason for the brutal budget cuts being imposed by Barack Obama in the U.S., and Julia Gillard here in Australia, except to kill people so bankrupt bankers can keep their financial power,” he said.

“These governments forked over hundreds of billions in the case of Gillard, and tens of trillions in the case of Obama to bail out the private banks, and now they are making the people pay by slashing their living standards.”

In another blow to Wall Street and the City of London, the day after the introduction of H.R. 1489, the U.S. Senate Permanent Subcommittee on Investigations released its 639-page study of the financial crisis, which excoriated the “rampant conflict of interest” between Wall Street and complicit regulators, and called for criminal investigations into the use of financial derivatives to identify the strongly suspected violations of law.

Also bipartisan, Investigations Subcommittee Chairman, Democrat Senator Carl Levin and ranking member, Republican Senator Tom Coburn, blasted high risk mortgages, complicit regulators, the credit rating agencies, such as Moody’s and Standard and Poor’s, and the investment banks, singling out Goldman Sachs (the company of media-revered Australian politician Malcolm Turnbull, which is also the main promoter of the carbon trading scam) for making huge profits by betting against structured financial products that at the same time it was selling to customers—one of the areas requiring criminal investigation.

Mr Isherwood concluded, “Glass-Steagall will make the criminal, parasitical banks accountable for their own gambling losses, which will be the end of most of them, but it will protect the financial affairs of the people and the real economy from the fall-out.”

Government shutdown: How it will impact federal pay and benefits

The Obama administration is warning federal workers that they cannot work for free during any shutdown nor can they take paid leave.

In instructions updated and issued Tuesday evening, the Office of Personnel Management issued updated guidance on how a shutdown of even one day would impact each worker’s bottom line.

You can read the full guidance here, but The Federal Eye read it and summarizes below:

Question: What is a furlough?

Answer: According to OPM’s official guidance, “A furlough is the placing of an employee in a temporary nonduty, nonpay status because of lack of work or funds, or other nondisciplinary reasons.”

Q: What is a shutdown furlough and why is one necessary?

A “shutdown furlough” occurs if federal funding runs out. It’s necessary for agencies that no longer have the funds necessary to keep working.

Q: Who’s an “essential” worker? (NOTE: OPM labels employees who work during a shutdown as “excepted employees”):

It’s people working or may continue to do so by law. “Essential/Excepted” employees include people: (1) performing emergency work involving the safety of human life or the protection of property, (2) performing minimal activities as necessary to execute an orderly suspension of agency operations related to non-excepted activities, or (3) performing certain other types of excepted work.

Top agency lawyers and managers are determining who’s considered “essential” and “non-essential.”

Other workers may be “excepted” from the shutdown furlough if their agency or program is covered by appropriations not impacted by the current budget impasse. (Best examples of that are the Federal Highway Administration, which is funded by the federal highway trust fund. The Veterans Health Administration is also handled on a two-year budget cycle.)

Q: How will employees be notified whether they have been designated to be handling "excepted" or "non-excepted" functions?

Answer: Each Agency will communicate with its employees whether they’re “essential” or “non-essential.”

Q: Are all employees who qualify as "emergency employees" for the purpose of weather emergencies considered “essential” during a shutdown?

A: Not necessarily. Emergency employees for weather purposes aren’t automatically deemed “essential” during shutdowns — each agency must determine which employees are excepted employees.

Q: May employees volunteer to do their job without pay during a shutdown?

A: No. Unless otherwise authorized by law, an agency may not accept the voluntary services of an employee. (The Anti-Deficiency Act is the law prohibiting voluntary work.)

Q: Can workers take another job during while furloughed?

A: Even if you’re furloughed, you’re still a federal employee and Executive Branch ethics regarding outside employment still apply. Employees should review those regulations before applying elsewhere.

Q: Will I be paid if I work during a shutdown? If so, when?

A: Agencies will sort out who gets paid for time worked during a shutdown and those employees will be paid when Congress passes and the president signs a new appropriation or continuing resolution.

Q: Will furloughed/non-essential employees be paid for not working during a shutdown?

A: Congress will determine whether “non-essential” workers receive pay for the furlough period.

Q: Can non-esential workers take previously-approved paid leave during a shutdown?

A. No. All paid leave during a shutdown furlough period must be canceled because the requirement to furlough supersedes leave rights. Paid leave creates a debt to the government that isn't authorized by law.

Q: Can essential personnel take previously-approved leave or be granted new requests for paid leave during a shutdown?

A. No. Essential personnel must be either doing their job or furloughed during any absence from work during a shutdown. If an excepted employee refuses to report for work after being ordered to do so, he or she will be considered in an absence without leave (AWOL) and will be subject to any subsequent consequences.

Q: Will an employee continue to be covered under the Federal Employee Health Benefits (FEHB) program during a shutdown furlough if the agency is unable to make its premium payments on time?

A. Yes, the employee’s FEHB coverage will continue even if an agency does not make the premium payments on time.

Q: What effect will a furlough have on other benefits that are paid for through payroll deductions?

A. It varies. Best thing to do is visit http://www.opm.gov/oca/leave/HTML/LWOP_eff.asp for more information.

Q: Are employees entitled to unemployment compensation while on furlough?

A. It is possible that furloughed employees may become eligible for unemployment compensation. But state unemployment compensation requirements differ. Some require a one-week waiting period before you apply. You should contact your state government directly and visit the Labor Department’s “Unemployment Compensation for Federal Employees” information page.

Government shutdown: Potential furloughs for 800k federal workers, disruption of D.C. services

Washington is bracing for a far-reaching federal government shutdown that could stop everything from tax refunds to local trash collection, the writing of some parking tickets and Saturday’s annual Cherry Blossom Parade.


As negotiations continue between President Obama and congressional leaders at the White House in hopes of a last-minute deal, federal employees will begin learning more Thursday about their work status and agencies will begin briefing contractors, federal worker union leaders, and state and local governments about the potential impact of a shutdown, Office of Management and Budget Deputy Director Jeffrey Zients said.

“We’re taking these steps because responsible management demands it,” Zients said Thursday.

Zients rattled off a list of government services expected to cease, including Smithsonian museums and national parks, and the processing of some IRS tax refunds and small business loans. But air traffic control duties, the U.S. Postal Service, FEMA disaster efforts and the National Weather Service would continue, Zients said.

He said there will be “many fewer staffers at the White House.”

Asked about the length of a shutdown, Zients said, “Obviously the shorter the better.” He said there was no estimate on how much it would cost the government to restart operations.

Messages being sent by senior agency leaders are asking workers to update pay and contact information before Friday, when individual employees would learn whether they have to work during a shutdown.

Nationwide, about 800,000 federal employees and hundreds of thousands of contractors could be furloughed, some deprived of their BlackBerrys and other devices, according to senior Obama administration officials familiar with the plans.

Any shutdown of the federal government, the chief industry of Washington, would also affect tourists, the Mall and its museums, and thousands of D.C. residents who would lose city services.

Ford’s Theatre, a national historic site, would be closed to the public and its programming canceled. The Washington Monument would also be closed.

Many government Web sites would stop updating information. But current Medicare, Medicaid and Social Security beneficiaries would continue to receive payments.

As congressional negotiators pushed last-ditch efforts to agree on a 2011 budget and prevent a shutdown, the National Cherry Blossom Festival announced that its annual gala parade, scheduled for Saturday along Constitution Avenue, will be canceled if lawmakers do not reach an agreement.

Even with the bleachers in place and parade-goers en route, festival officials said late Wednesday that the National Park Service could not honor the group’s parade permits if a shutdown occurs.

The Interior Department, which oversees the National Park Service, said in a statement: “Visitor activities that require a permit, including public events, will not be allowed or will be canceled or postponed. Visitor centers will be closed and access to park areas denied, including the Statue of Liberty and Ellis Island, Independence Hall, Alcatraz, and the Washington Monument.”

The shutdown will begin on Saturday morning if no budget agreement is reached.

The District would be hit hard.

The city, considered in a shutdown to be a federal agency, would face $1.5 million to $5.5 million in losses per week.

Along with trash collection, most parking enforcement would be suspended, and D.C. libraries and Department of Motor Vehicles offices would be closed.

Street sweeping would be suspended for the duration of a shutdown, city officials said. Trash pickup could resume, because federal shutdown laws permit government services that deal with property and public safety, they said. But that wouldn’t happen for at least a week.

“That’ll be a treat, won’t it?” Mayor Vincent C. Gray (D) remarked sarcastically about possible piles of trash around the city.

He said he thinks the potential shutdown is more evidence of the unfair treatment of the District by Congress.

“This is a concrete example of what it means to be treated like a second-class citizen,” he said.

Public and charter schools would remain open, but the University of the District of Columbia would close.

Police, firefighters and emergency medical technicians would remain on duty. The Board of Elections and Ethics would maintain its staff to prepare for the April 26 special election.

A key question for hundreds of thousands of Washington area federal workers is whether they would have to work through an impasse — without pay. Departments began answering such questions on Wednesday.

In an e-mail, Health and Human Services Secretary Kathleen Sebelius said she and President Obama “are very much aware that a shutdown would impose hardships on many employees as well as the groups and individuals our department serves.”

But “prudent management requires that I plan for an orderly shutdown should Congress fail to pass a funding bill.”

In messages sent to all employees, administration officials promised to inform people of their fates no later than Friday. But employees would be expected to report to work Monday to assist with any shutdown-related tasks, senior administration officials said.

When they arrive Monday, workers with government-issued BlackBerrys and other devices would have to surrender them to agency bosses.

At the Education Department, 4,150 out of 4,465 full- and part-time employees would be furloughed under a shutdown, according to an agency contingency plan. And federal statistical agencies, including the U.S. Census Bureau, would close on Monday, meaning that economic indicators scheduled for release would not be available. National security and law enforcement functions would continue at the Justice Department, but civil litigation and outreach to crime victims would stop or be curtailed.

Rep. James P. Moran (D), whose Northern Virginia district is home to thousands of federal employees, has scheduled a town hall meeting with federal workers for Thursday evening at Francis C. Hammond Middle School in Alexandria.

Smaller agencies would close almost completely. At the Government Accountability Office, a federal watchdog agency, a spokesman said that about 1 percent of personnel would be allowed to work.

Overseas, the overwhelming majority of U.S. diplomats are considered essential personnel and are expected to remain at their posts, according to officials familiar with the plans. Exceptions include lower-ranking administrative embassy staff members, many of whom are not American. Many U.S. Agency for International Development operations are expected to continue as normal, because the agency relies on many contractors.

Several fee-based government operations and agencies funded through multi-year budgets are expected to stay open, including the Veterans Health Administration, elements of the U.S. Patent and Trademark Office, and the Federal Highway Administration. Energy Department employees would have to report for work as scheduled, because that agency maintains enough funding not linked to the fiscal calendar to continue operating for at least a few days.

In the federal courts, trials would continue and lawsuits could be filed, said David Sellers, spokesman for the Administrative Office of the U.S. Courts.

If a shutdown lasted longer than two weeks, payments would be delayed for jurors and for lawyers appointed to represent indigent defendants. “You won’t have any contracts moving ahead, new equipment, advances in technology,’’ Sellers said. “The behind-the-scenes things that support the courts.’’

Meanwhile, Saturday’s Cherry Blossom Parade could feel the earliest effects of a shutdown.

“The word came down from the National Park Service officially that they will not be able to honor our permits if the government is shut down,” said Diana Mayhew, president of the National Cherry Blossom Festival, which concludes this weekend.

As many as 500,000 people normally attend the parade and the festival’s closing weekend, festival officials said.

“There are people coming from Japan to participate in the parade,” Mayhew said, as well as 14 marching bands from across the country.

“There are people coming to watch the parade,” she said. “What a shame that would be [for] those people, as well as the thousands of people participating in it who saved and earned their money all year round to be in this parade.”

permanently on Planet Earth. After Channeled messages have been received, a

what is being said. I know that you have been told before that these occurrences
would be taking place, but with no firm idea of how and when, especially when,
which seems to have been the main thing on most of your minds as of late. It has

MY COMMENTS
I know their are critics out their saying well your sources where wrong on so many times before on the changes coming with Iraqi Dinar RV, NESARA and Government changeovers and announcements. I am not so ready to write rumors off. I know the US CORPORATION is being detoothed in major ways that can not be denied like the rejection of the US DOLLAR around the world. Not blowing my own horn but I have shared alot of info that under KEY INFO that forms a pattern giving even more of US CORPORATION being taken down. The rumors of Dinar RV for the Monday just gone where so hopeful but what I think is going on is so complex we have no idea. What I did get from those rumors was "THEY ARE READY TO RV" but this US CORPORATION had to concede first before that would be allowed to happen here in the US. Remember the GFL updates say this is to happen with a Govt changeover for the people. So we need that to be in place too. I think the US CORP have been so well cornered by BRIC and the GFL/EARTH ALLIES that they must now take the back stop and save what little they can with the DINAR RV. This will be a severe detoothing of the big tiger/dark. We are the Powers that be.

I was actually thinking this could be the time before reading the 1st rumor as I was thinking they would need Friday the 1st of April and the weekend to set things up, then WHAM. On the outside possibility is for Tuesday if Monday is Bank Holiday as rumored for Kuwait, although that is not rumored at all as a possibility yet, but I do not think the rest of the world can wait.

Now 6 hours away and anticipating but if it truly happens I will just freak out, lol.
